I thank each of you for your support. And now let's get to our first story and we are heading to Strat Connect. Com for the next story. And this is about Winnipeg police targeting cannabis consumers. And I wondered about this when we had the story. Originally a man in Winnipeg who was swept up in a recent police effort to target people shopping at cannabis stores, says his driver's license was suspended despite not being under the influence of cannabis.

Shawn Vipond, 30, recently told CBC that he was one of 97 people swept up by Winnipeg police who were targeting people that police said were shopping at cannabis stores. Despite testing positive for cannabis in the roadside. Stop. My poem says he was not impaired by cannabis, not having consumed it for nearly a full day prior to being pulled over in February after shot after stopping at a cannabis store.

Police told me to my face that there was no visible reason for suspension, Vipond told the CBC. It was just purely on the basis of that. I bought weed and then drove to see Winnipeg police boasting about this and acting like everybody who was caught was recklessly smoking during the day and driving high when that's really not the reality of it.

It's humiliating, he added. In April, police in Winnipeg said they had been targeting cannabis store customers as part of an ongoing impaired driving enforcement campaign between January and March of 2025. The Winnipeg Police Service Central Traffic Division launched an enforcement campaign that they say focused on drivers under the influence of cannabis and other illicit drugs during campaign. Officers conducted 302 traffic stops and administered 270 drug screening test using approved screening equipment.

Nearly half of those drivers, 97, tested positive for recent cannabis consumption. This was similar to the rate for those tested in a similar campaign in 2020 for all drivers, including Vipond faced an immediate roadside suspension of their license. Only one driver was said to have been charged criminally for refusing to be tested. During a press conference in April.

Winnipeg Police Patrol Staff Sergeant Stefan Fontaine said that he focused the campaign on areas around the more than 100 cannabis stores in Winnipeg. There were over 130 or so dispensaries throughout the city of Winnipeg. So what I did was made a plan to basically target those areas where there's dispensaries and we watched the traffic coming to and from those known shops.

The officers still have to form the proper ground to make all of their lawful demands, but that's where they spent their time. He also noted that many of these individuals were testing positive on their way to a cannabis store, although he did not indicate how officers knew their destination. Fontaine added that most drivers who tested positive for THC were found between 3 and 6 p.m., which he notes is different from enforcement against those impaired by alcohol.

Stewart can set a request for further information to the Winnipeg Police Service in April, asking for more info into how Winnipeg police selected vehicles for drug screening tests, or how they had determined if a driver was on their way to a cannabis store, but was told that as the questions speak to operational tactics, they will not be able to respond.

Winnipeg police say they use an oral swab to detect cannabis. The accuracy of oral swab test and blood test has been challenged by different researchers. A 2014 study found that THC could be detected in oral fluid for up to eight days after admission, leading to false positives. A 2024 study in Ontario look at the effects of edible cannabis on simulated driving and blood THC levels found that driving impairment was not correlated with blood THC.

Police in Winnipeg recommended not driving for 12 hours after consuming edible cannabis products. Penalties for driving while impaired by cannabis can include criminal charges. Loss of one's driver's license, vehicle impairment and fined. Police can also use both oral testing equipment and assessments by drug recognition officers. In Canada, drives with over two nanograms of THC, but under five nanograms of THC per milliliter of blood can face a street summary conviction offense.

Drivers found with over five milligrams of THC in their blood can face a drug alone hybrid offense. Harrison Jordan, the managing lawyer of substance law, a law firm focusing on regulated substances, including cannabis, tell Strachan that he could see future attempted challenges to the law behind such charges, but notes that court decisions thus far have not struck down the law.

While consumption may not be necessarily equal impairment when it comes to cannabis. It's the best corollary law enforcement has right now, he explains, noting the evidence on such testing. Determining impairment is mixed. Unless and until the science becomes crystal clear or there is some better or more reliable, scalable and deployable way to measure impairment instead of just blood levels.

More precisely, we're likely to have this framework remain in place. A judge is going to be super cautious about removing a tool that law enforcement says is effective at detecting and deterring, risking driving someone charged with at least two nanograms. But less than five, which is a straight summary offense, may have a slightly easier time attempting to challenge that offense, as the degree of evidence that blood level is correlated with impairment or increased risk of vehicular accidents is likely lower than the evidence for five milligrams in above, which is viewed as a more serious hybrid offense.

We cannabis industry may resemble the alcohol business in ten years, said the top person at one of Canada's largest cannabis companies. In an almost two hour online session for investors, Beena Goldenberg, CEO of Organigram Global, said she hopes for a cannabis friendly future in which the industry mirrors today's alcohol landscape, with broader retail access, greater marketing freedoms and the ability to speak openly with consumers.

While the future is promising, things have been changing lately, said Chief Financial Officer Greg Good.

The market faced severe price compression, especially in flower, due to oversupply and fragmentation. A lot of LPs lower their prices to try to maintain market share, including us, and that really reduce our revenue and increase the impact of our excise duties. The next thing that we experienced was something very common in the industry. Inflated THC labeling by some of our competitors.

Some companies were artificially boosting THC numbers on labels to attract customers. We chose not to follow suit. Stock prices and profits are at levels Organigram wants, but the company is making moves to prepare for the future, he said. We make significant, targeted investments to boost efficiency and her new categories and strengthen our long term competitiveness. We invested in a number of key areas.

These improvements were aimed squarely at lowering our per unit cost and increasing operating efficiency, Goyette said. The company has expanded into new areas with success in particularly pre-rolls. Another key lever in improving revenue and margins is the expansion of international sales.

Organigram global is positioned to stand the test of time, he said. Many cannabis companies in North America probably won't be here in 5 to 10 years. Like everyone in the industry. Organigram is hoping for excise tax and stamp reform when a new federal government takes office. We want to move to one national stamp instead of different provincial stamps, said Guyot.

That's something the Trudeau government had promised. Look into. There appears to be interest in removing this operational complexity, which cost the industry over $100 million. Excise taxes are 10% of a product's wholesale price, or $1 per gram, whichever is greater. With prices dropping, the $1 per gram is standard now. The industry is asking for a simple 10% tax.

The duty is a fixed price per gram, regardless of the price, said Geyer. In fiscal 2024. We paid a whopping $87 million in excise duties. That's 35% of our ship sales. A shift to a 10% ad valorem excise duty on flour could be transformational, not just for us, but for our industry as a whole. Exporter cannabis is not subject to an excise tax.

Goldenberg said the company is talking to government officials all the time. Last month, Organigram announced the purchase of Collective Project Limited, which produces cannabis and hemp derived infused sparkling juices, teas and sodas in the U.S.. Not only does this acquisition represent our first commercial entry into the fast growing, hemp derived THC beverage market in the U.S., it also fast tracks our entry into the cannabis beverage category in Canada, a category that we believe is on the cusp of growth at home as well, said Goldenberg in a news release.

Rubicon says it can fill global cannabis shortage. B.C. based Rubicon Organics is well positioned to help fill a global cannabis shortage, its CEO told potential investors in Las Vegas. We now today have a global shortage of cannabis in the legal market, said Margaret Bodie.

A slide presentation boasted of ten quarters of positive adjusted EBITDA. Getting into the they business led to record revenues in the last quarter of 2024. It was our fastest, most successful launch ever. It's successful because of the quality we do in the beginning. There's more to come in that category for us. The company has said double digit growth in B.C., Alberta and Ontario.

Its working capital position is strong at just under 20 million. Its first international shipment sailed this year. Our first shipment was to Poland, said Brody. We're not interested in selling hockey bags of weed. We're interested in building roots in markets that are sustainable. The UK, Germany and Switzerland are possible future markets, she said. Rubicon will open a new facility later this year in B.C. its main operation is in Delta, but the company bought a facility in Hope from meta form.

The deal is expected to close soon. The new facility will expand capacity by 40%. The 125,000 square foot facility in Delta has an annual production capacity of 11,000kg, her presentation showed. Consumers want better quality cannabis. Provincial cannabis wholesalers are streamlining their offerings. This past week is track and we looked into a new Cannabis Industry Association, Australia, that is warning the government of the dire state of the industry in the wake of flood of imports, the BC. LDV released its most recent sales figures for the first three months of 2025, showing a slight year over year increase in sales.

We also looked at questions surrounding a recent blitz of enforcement action against cannabis consumers who drive in Winnipeg, and the recession in Nelson, BC, to deny a permit for an outdoor cannabis consumption space. A cannabis store in Calgary won an appeal related to the distance between the store and newly created private school. Financial news media. Farm responded to accusations from Apollo Technology Capital Corporation.

An Alberta court ruled that high park Tilray are not disallowed from voting on a proposed 420 plan, and Cronos released their Q2 25 results. In other cannabis news, two councilors in Victoria, B.C., put a motion to the council to look into allowing cannabis stores to operate. Was just one employee. The motion was defeated. Organigram global announced it was named exporter of the year by Opportunities New Brunswick as part of the 2025 New Brunswick Export Awards.

Glenn Simard, a Manitoba MLA, toured Organigram's edibles production facility in Winnipeg. High tide CEO Raj Grover posted a selfie with Alberta Premier Daniel Smith riding. High Ted's Omar Khan posted a similar pic, with the development consulting team, also referencing the independent retail cannabis collective.

High tide also announced a new Kanika Cabana location in Cornwall, Ontario. The opening brings high tides, total store count to 197. Canopy Cabana brand locations across Canada. Greenway Greenhouse Cannabis Corporation applied to Health Canada for new dedicated propagation space at its Leamington, Ontario, facility and a wave of opposition to licenses for cannabis stores being issued after years of planning.

There were signs the Mohawk Council of Waukee may be considering grower IQ announced its selection to represent Team Canada and the upcoming trade mission to Thailand, organized by Global Affairs Canada. Doctor Iris Garfinkel spoke with CBC about a recent Jama study on cannabis use among younger Canadians.

A new report says that cannabis usage among young people in Yukon is down since legalization began among rural youth. 29% reported cannabis use in the past 30 days in 2022, down from 38% in 2018. A Calgary judge denied a homeowner's plea for the court to force his insurance company to cover a liability claim for a house fire he caused by making BHO in his garage.

That owner regulations around production are restricting the local sector while international players flood the market. A new report in Israel says the rate of cannabis imports from Canada continues to rise, while the number of patents continues to stagnate. The Pennsylvania House advanced a bill legalizing recreational cannabis. The bill now goes to the state Senate. Democrats have championed the issue while Republicans have pushed back.

Senator Dan Loughlin of Erie County, a leading Republican on the issue, said on social media after the vote that there is no path forward in the Senate for a state store model for adult use cannabis. MJ biz reports that Colorado cannabis sales dropped by about $20 million during the first two months of the year, according to data released by the Colorado Department of Revenue.
