Jesse Lebois, the founder of Toby Grone, a Manitoba based cannabis producer, is seeking to have the elected government in Winkler and Steinbach, Manitoba revisit their current bans on cannabis sales. Steinbach, with the population of about 18,000, and Winkler, with the population of about 14.

1000 are the 3rd and 4th largest municipalities in the province behind Winnipeg, with more than a quarter million and Brandon with about 50,000. Both Winkler and Steinback opted to not allow cannabis sales along with four other communities.

Nearly 3/4 of residents in both communities voted for the ban, with 69% of sign back voters and 70% of Winkler residents choosing to opt out of legal cannabis sales.

Canadian cannabis industry looking to Google ads really. Google Ads recently announced a limited pilot program in Canada, allowing cannabis related product types or services to utilize the online advertising platform.

The project began on August 25th of 2025 and is expected to run from 20 weeks.

Participation in the program will be restricted to federally licensed cannabis producers in Canada. Strachan spoke with some producers and legal experts about their thoughts on the program and its compliance with Canadian cannabis regulations for marketing and promotion.

A media representative with the Google press team told Strachan via e-mail that the organization will only serve these ads to signed in users who have identified themselves as being over the age of 21.

Health Canada takes the position that reasonable steps that could be circumvented by youth may not be sufficient, and in the past has cited self attestation age gates as potentially circumvented able, even though currently they have generally not enforced against industry. The interpretation that they are not compliant.

But if self attestation is insufficient, he continues, then Google adds use of probabilistic determination based on behavior and other data to estimate the age of that person making a Google search inquiry is just as likely or more to be circumvented able.

Tina Fraser, a partner at Brazos Centre law in Ottawa, tells Strattan that at this point she has more questions than answers. I don't know what Google specific intentions are. Visa fee ensuring the compliance of the cannabis product ads it will make available on search, says Fraser in an e-mail. Fraser explained if they intend the ads themselves to be compliant.

As opposed to just the product sellers themselves being licensed, there are a number of things Google will have to consider. Age gating, Google permits, age, targeted advertising by using these self reported age in an individual's Google account.
